California's Senate Bill 1206

 California Senate Bill 1206 (SB 1206) is highly relevant for homeowners—but not for reasons you might initially expect. Instead, SB 1206 is focused on regulating hydrofluorocarbon (HFC) refrigerants, and it's more significant for homeowners in indirect ways related to environmental impact, climate policy, and equipment maintenance. 


 

What Is SB 1206?


SB 1206 was signed into law in September 2022 and implemented by California’s Air Resources Board (CARB). The law prohibits the sale or distribution of bulk hydrofluorocarbons (HFCs) that exceed certain Global Warming Potential (GWP) thresholds unless they are reclaimed (i.e., recycled) HFCs. The specific compliance schedule is:

  • Effective January 1, 2025: No sale of HFCs with GWP greater than 2,200
     
  • Effective January 1, 2030: GWP limit lowered to 1,500
     
  • Effective January 1, 2033: Further lowered to 750
     

These prohibitions do not apply to reclaimed HFCs—those that have been properly recovered and recycled.

Additionally:

  • Starting January 1, 2025, state-owned stationary equipment (e.g., HVAC systems owned by the state) cannot be serviced with non-reclaimed HFCs having GWP greater than 750.
     
  • CARB must also produce an assessment by January 1, 2025 outlining how to transition California’s economy—by sector—away from HFCs toward ultra‑low or no‑GWP alternatives by 2035

Why it Matters to Homeowners

 

Although the bill doesn't directly regulate your home appliances, there are several indirect but important implications for homeowners:

  1. HVAC and Refrigerant Costs
    Once the sale of high‑GWP HFCs (like R‑404A, R‑410A, R‑134A, etc.) is prohibited, supplies may become limited. That could drive up prices for both new refrigerants and maintenance services that require HFCs.
     
  2. Increased Adoption of Low‑GWP Systems
    As HFC options shrink, homeowners may find themselves upgrading to newer systems that use low‑ or ultra‑low GWP refrigerants—like R‑32 or other alternatives. This shift could entail additional costs but also result in improved energy efficiency and reduced climate impact.
     
  3. Environmental and Regulatory Compliance
    For homeowners with refrigeration or HVAC systems that may require replacement or servicing, being aware of upcoming restrictions ensures compliance and avoids potential penalties. It also helps you plan ahead when selecting systems or scheduling maintenance.
     
  4. Long‑Term Climate Impact
    Though indirect, this law contributes to broader greenhouse gas reduction goals in California. Healthier climate policies today could potentially help reduce energy costs and improve environmental quality in the long term—benefiting homeowners and communities alike.

 

Bottom Line for Homeowners


  • SB 1206 doesn’t change anything immediately in your home if you're not replacing or servicing refrigeration/AC systems.
     
  • However, if you're planning new installs, system upgrades, or repairs in the next few years, you’ll likely encounter refrigerants that are more environmentally friendly but potentially more expensive or harder to find due to regulated HFC restrictions.
